RDToolkit: Demo mode for QA

To test and QA the toolkit in isolation of any other integrations, the toolkit uses a configuration setting.

Enable Testing Behavior

Follow these instructions to setup testing behavior. This adds a new section on the Settings page on the App. When testing, the simulated Diagnostics list of RDTs are shown so that a test type can be chosen.
