To use the Organizations feature in your applications, you first need to assign mobile workers to the location.  You can assign one or more mobile workers to a location - however, each mobile worker can only being assigned to one location.  If you need a mobile worker to be assigned to more than one location,  you can assign them to a parent location of the other locations and use the View Child Cases setting. 

There are two ways to assign mobile workers to a location - you can choose the user from the mobile worker list, and then use the Locations tab to choose their location. 
Alternatively, you can use the Locations page to edit the location.  Choose Edit on the location from the Locations page, then chose the Users tab to assign mobile workers to that location.
Assigning a Mobile worker to a location also allows that mobile worker to track products at that location.  To learn more see CommCare Supply
